Perspecta is building an enterprise software application from scratch that will be used by the County of San Diego (tax collector) to invoice, get payment, and track Property Taxes for all property owners in the County of San Diego. This massive application will be built in several parts; some parts will be COTS and other parts will be custom built from scratch.
